Development Process

The Town of Plattsburgh is open for business, and as such, we make every effort to find ways forward and keep projects on track. We have a tried and true process, where we coordinate with all stakeholders, understand the challenges and opportunities, and work to see projects through to completion. 

Our process is outlined below. We invite you to explore our process and reach out with any questions. The most frequently asked question we receive is how long will it take to get approved, and we know that timelines can make or break a project. We hope this guide can give you peace of mind as you navigate the process of project development.

Step 1

We highly recommend that all of our projects start with what we call a "Pre-Sketch" meeting. This meeting includes your team and our staff from all pertinent departments where we analyze the concept of the project for compliance, and any hurdles that we foresee.

Step 2

Next we move on to Sketch Plan Review. This is an application made to the Planning Board. The board meets once per month, and staff reviews the application, and prepares a full technical review, identifying any potential need for variances (Step 3).

Step 3

If applicable, your project may need a variance. This is an application made to the Zoning Board of Appeals. If your variances are achieved (or not needed) you can proceed with Detailed Preliminary Site Plans (Step 4).

Step 4

Detailed Preliminary Plans are submitted to the Planning Board for their final review. Last minute tweaks, SEQRA, and public hearing. If approved, you must submit signed Detailed Preliminary Plans for signature before proceeding with building permits (Step 5).

Step 5

Building Permits are issued by the Codes & Zoning Department. Permit applications are reviewed for compliance with the Zoning Ordinance and NYS Building Code.

As an organization that develops throughout New York, we found the Town of Plattsburgh to be straightforward, welcoming, and transparent throughout the approval and construction process; a trait that is admirable for the community and should be celebrated.  

We are pleased that as part of the Northwoods development there is now a direct connection between Tom Miller Road and  Plaza Blvd, which opens opportunities for additional commercial and economic development for the Town.
